Among the most individually styled structures to be sited at the Ebbw Vale Garden Festival were the Cardiff Bay Pavilions, procured by Cardiff Bay Development Corporation. The concept, technical design, manufacturing, and fabrication specifications were determined by Rudi Enos. The structures reflected the days of sailing the ocean from Cardiff Bay, whilst also recognising the technology of the modern city.
